NYC DOB – Local Law 196 – Requirements for 30 Hour OSHA Training postponed until June, 2019

In keeping with our goal of ensuring that our NYC group members are up to date with any information concerning Local Law 196 (which requires 30 Hour OSHA training for all employees working on specified construction sites) we would like to share with you the following:
 
At the Building Trades Employers’ Association (BTEA) safety conference, held on November 6, 2018, the Buildings Department Commissioner announced changes to LL196.
 
The DOB announced the following:
 
  • Extension of the December 1, 2018 deadline to June 1, 2019 requiring select contractor personnel and all trade workers to have 30 hour OSHA training;
 
  • A consistent definition of “competent person” when appearing in this law and in other building code definitions, which will limit who needs the supervisor training;
 
  • A standard Training Curriculum issued by DOB for apprenticeship training programs to be designated as DOB certified training programs – rather than each apprenticeship having to submit its training curriculum for review and official approval.
